Special Forces troops capture armed bandits in Quezon

PAGBILAO, Quezon-- Three members of the NPA bandit group were collared by members of the Special Forces in a hideout here early afternoon today (May 5), a military report said.

Responding to a tip-off from a civilian resident, soldiers belonging to the 1st Special Forces Battalion surprised the bandits who were resting in an abandoned house in Ilayang Palsabangon village at around 2:30pm today.

"The bandits were caught off-guard and were not able to resist upon seeing that they were completely surrounded," said one member of the patrol.

The soldiers confiscated 6 high-powered firearms and hundreds of live ammunitions from the said bandits.

"We will turn over these bandits to the police for the filing of criminal cases. The people in this locality are glad that these extortionists are finally brought to justice," added one soldier who was part of the patrol. 

In a separate incident, a civilian was killed while another was wounded in a shooting incident in Infanta town. 

One of the victims was said to be the municipal treasurer of General Nakar town. The motive of the crime is still being investigated.

Army attacks Abu Sayyaf lair, 3 killed

AL BARKA, Basilan--Three people were killed during a violent clash between Army soldiers and members of the Abu Sayyaf group in a mountainous lair here late afternoon yesterday.

The Army's 18th Infantry Battalion was conducting combat patrol upon receiving a report about the presence of heavily armed bandits led by Nurhassan Jamiri and Long Malat in Bgy Magcawa here when they figured in a heavy exchange of fires with at least 70 bandits.

One Army officer identified as Major Alin Kannung lay dead while three others wounded after the hour-long gun fight with the bandits. 

Two Abu Sayyaf gunmen were killed while three others were captured by the operating troops during the said clash. 

The bandits dispersed and escaped with their casualties after soldiers seized their fighting positions. 

The wounded soldiers were transported by a military chopper towards Camp Navarro Hospital in Zamboanga City for treatment. 

Kannung's cadaver was brought to the military camp for proper disposition. 

The soldiers involved in the encounter praised his exceptional bravery. 

"He was a brave leader who dared the hail of bullets in order to take control of the whole patrol. We mourn the loss of a warrior who were with us in our most trying times," said one soldier who was a member of Kannung's team.

The Moro Islamic Liberation Front rebels who reside in another village a few kilometers away, were not involved in the clash. 

The military has continuously conducted security operations against the Abu Sayyaf bandits who are dubbed as the 'spoilers' of the ongoing peace process between the government and the MILF.

Election violence claims 3 lives, 7 hurt

Three members of the Armed Forces of the Philippines were killed by the latest election-related violent incidents that transpired today.

In Agao-ao village in Ragay town, Camarines Sur, the security patrol led by Sgt Emberto of the 49th Infantry Battalion was engaged by suspected NPA bandits at around 4:00am. 

A militiaman lay dead while two others were wounded in the said early morning clash. The soldiers were deployed to prevent violent attacks during the election period. 

In Kalinga province, two soldiers were killed while 5 others were wounded when the KM 450 truck carrying PCOS machines was waylaid by heavily armed gunmen at around 9:30am. 

The military escorts led by Cpt Dominador Tarranza retaliated to defend themselves and to extricate the casualties. 

The wounded soldiers were brought to a local hospital in Lubuagan town for treatment. 

Army soldiers are directed to take extra measures in order to prevent atrocities during the election period. 

Despite the incident, the soldiers remain committed in performing their mandate of serving the people.

One Battalion of the Philippine Army reinforces the forces in Masbate for Election Duty. The 80th Infantry Battalion under LTC TED B DUMOSMOG (INF) GSC PA was airlifted by C-130 aircraft in three sorties from Clark Air Base and arrived in Masbate airport today May 9. It is composed of nearly 300 personnel. 80IB’s augmentation to the Task Unit Rodeo is in order to ensure a Secure and Fair Election (SAFE) this coming 2013 National and Local Election in the province. Said unit is being deployed in the six (6) municipalities of the 3rd District of Masbate in order for them to have a contiguous area and that their command and control will be optimized.

The Philippine Army in the provinces of Sorsogon and Masbate had intensified its preparations for the upcoming National and Local Elections for 2013.
Colonel Joselito E Kakilala, Commander of 903rd Brigade said that the military is in its final phase of its clearing operations in critical areas against Private Armed Groups (PAGs) and employing security measures to ensure the safe and free elections (SAFE) on May 13, 2013. With the relentlessly military operations together with the PNP, Kakilala revealed that it resulted in the recent encounter of 31st Infantry Battalion against the NPA rebels in Brgy Siuton, Magallanes, Sorsogon on May 01, 2013, Labor Day at about 5:20 pm. This led to the recovery of three M16 rifles, landmine, subversive documents, and campaign materials of a leftist Senatorial candidate and leftist Party Lists brought by the two NPA surrenderees who admitted that they were campaigning for those personality and parties. 

At the start of the election campaign period, the troops that composed the Task Unit RODEO, were already deployed in Masbate Islands, which is one of the 15 election hot spots in the country. The Task Unit is being led by Colonel Samuel F Felipe, 903rd Brigade’s Deputy Commander. The Brigade had already deployed troops as augmentation with the PNP, as security forces in the areas/routes where the PCOS machines are being transported as well as delivery, distribution, and withdrawal of Certificate of Canvass (COCs) and other election paraphernalia intended for the COMELEC. Government troops are also ready for possible requests of Local COMELEC for Operation BAKLAS and other election-related security functions as being deputized by the Commission on Elections.
A week before the polls, an additional platoon from Task Group BICOL was deployed for election duty in Milagros town of Masbate as reinforcement to the Brigade’s Task Unit RODEO, This day, May 8, BGEN FELIX J CASTRO JR AFP , the Task Group Commander visited the 903rd Brigade in Castilla, Sorsogon after visiting other Task Units all over the Region to finalize the election preparations in connection with the conduct of May 13, 2013 National and Local Elections to assess the general situation of the Provinces; Disposition and Location of Troops, to include the respective PJSCC organizational structure and Manning List; Election Security Operations (as embodied in COMELEC Resolution Nr.9669); Other Internal Peace and Security Operations (IPSO) and Election-Related Activities; and Issues and Concerns of the Task units.
For the past weeks, the Army in Sorsogon was also active in attending activities initiated by civic organizations, religious groups, media entities, other government agencies and non-government organizations with their advocacy on calling for a peaceful, safe, and honest election. Some of these activities to name a few, were fora parades, walk for HOPE, candle and lantern lighting, and even fun runs which were being initiated by different groups such as the Brotherhood of Christian Businessmen and Professionals (BCBP-Sorsogon), Rotary Club of Metro Sorsogon, PPCRV, CBCP,  and DZGA FM radio. 
As a continuous coordination with the different stakeholders and various sectors, the 903rd Brigade’s TV and Radio programs simulcasting in Serbisyo TV and DZRS AM, initiated series of interviews and discussions for “Election Preparations” of concerned agencies/ organizations/ groups who will actively participate during the Elections. The April 27 episode, which is Part 1, was the interview to Atty Ryan Filgueras, representative of COMELEC-Sorsogon; PSSupt Ramon Sopeña Ranara, Provincial Director of PNP-Sorsogon; and Colonel Teody T Toribio, Commanding Officer of the 31IB. Part 2 was on May 4, attended by Mr. Tito Morcilla, Asst Schools Division Superintendent of DEPED; and Bro. Edgar Balasta of the Brotherhood of Christian Businessmen and Professionals (BCBP-Sorsogon). Finally, on May 11 the guest are the Sangguniang Kabataan (SK) who will underscores the youth’s role in the election; a member of the Board of Election Inspectors, and a speaker from the PPCRV. The series of interviews with the different concerned groups and agencies is the Brigade’s means in advocating our voters in exercising their right of suffrage, for honest, safe, and genuine elections.
Another major activity to be initiated by the Army will be the conduct of a Simultaneous Prayer Vigil and Synchronize Lighting of Candles on May 10, at around 7:00 in the evening, at the Capitol Grounds which will be attended and participated by the LGUs, multi-Religious Sectors, NGOs, Peoples Organizations (POs) and other sectors of our society, the media and different government agencies. The objective is to showcase to the public the focused and united stand of the AFP units to ensure a safe and fair election in 2013 and drumbeat AFP Information advocacy in support of Government effort on SAFE election.

Marines clash with Guingona ambushers, 6 hurt

GINGOOG CITY--Six Marines were injured after a brief firefight with NPA bandits in the outskirts of this city early morning today (May 11).

Reports reaching the AFP headquarters stated that a platoon of Marines led by Lt Japson was conducting security operations in support to SAFE when they encountered undetermined number of bandits in Lawit village.

The bandits dispersed after 5 minutes of trading gunshots with the Marines who assaulted their positions. 

The members of the patrol found pools of blood along the route of withdrawal, indicating heavy casualties on the enemy side. 

A bandit lay dead while two others were wounded during the clash. 

The wounded military personnel were transported to a local hospital for initial treatment before being transferred to a military hospital.

The engaged troops were part of the Marine unit that was sent to hunt down the bandits who are believed responsible for the deadly ambush on a vehicle convoy carrying Mayor Ruth Guingona of this city a few weeks ago.

In another incident, one person was killed while another was wounded after the vehicle carrying Upi, Maguindanao mayoralty candidate Baba Omar, was ambushed by heavily armed men  along the road in North Upi at around 5:30pm today.

The local police is still investigating the motive of the crime.

Two NPA bandits killed in latest clash with Army soldiers

CLAVER, Surigao del Sur--Two NPA bandits were killed in the latest clash with Army soldiers in a remote village in Surigao del Norte early afternoon on Friday (May 16). 

A platoon of soldiers led by Cpt Henry Pang-ay was conducting security patrols when they encountered at least 15 heavily armed bandits in Bgy Cabugo, Claver town at around 1:30pm.

The bandits traded fires with the soldiers for about 30 minutes before deciding to flee with their casualties. 

Pang-ay and his men discovered two dead bandits along with two high-powered firearms near the site of the clash. 

No one was harmed among the soldiers who all belonged to the 42nd Division Reconnaissance Company. 

More soldiers coming from the 30th Infantry Battalion were dispatched to pursue the bandits who were seen by villagers carrying dead comrades with them.

The local civilians have continuously provided information to the soldiers regarding the presence of bandits who are extorting money from them.

Albay clash leaves 3 soldiers dead, 1 wounded

CAMALIG, Albay- Three soldiers lost their lives while fighting NPA bandits in Albay province on Monday (May 20), a military report said.

They were part of a nine-man squad led by Corporal Seniadan which was sent to conduct security patrol in the hinterland village of Maninila of this town. 

Hiding behind the bushes, the bandits surprised the soldiers by spraying bullets on them, triggering an intense exchange of fires at around 12:00 nn. 

Despite incurring initial casualties in the landmine that the bandits detonated, the soldiers fought back to repulse the numerically superior bandit force.

The bandits retreated to the mountains bringing along their own wounded comrades. 

More soldiers were sent to reinforce the beleaguered patrol. The dead soldiers were transported to a military camp while the wounded soldier was treated in a hospital in Legaspi City. 

It can be recalled that  grave sites containing the human remains of NPA bandits who were executed by their own comrades were found by the local police and the 2nd Infantry Battalion in 2010.

A former NPA member who had surrendered to the Army guided the soldiers to the specific location where the victims were buried since the 1980's.

A small group of NPA bandits is roaming the upland villages here. 

Civilian residents have complained to government authorities about the NPA's extortion activities.





Seven Marines die in Sulu firefight

PATIKUL, Sulu-- Seven members of the Philippine Marines including an officer lay dead while battling Abu Sayyaf bandits in a hinterland village here early morning today.

The fatalities were part of the Marine patrol led by 2nd Lt Lorin which was sent to pursue the suspects of the recent kidnapping of the Marine's wife in downtown Jolo. 

The clash happened in the village of Tugas, a known bailiwick of Abu Sayyaf leader Radulan Sahiron a.k.a. Kumander Putol.

Five Abu Sayyaf bandits were killed during the said firefight which also resulted to the wounding of 9 other Marines. 

The casualties were promptly airlifted to a local hospital for treatment. 

Many more members of the Abu Sayyaf were either killed or wounded based on the blood traces which were found along the escape route.

Military officials believe that local residents who are normally armed, joined the firefight in order to help their relatives who are members of the Abu Sayyaf. 

While there is an ongoing peace process with the Moro Islamic Liberation Front, combat operations against the dreaded bandit group have continued.

The Muslim community has condemned the Abu Sayyaf group for perpetrating the series of kidnappings and attacks against civilians. 

Military authorities in the area have vowed to pursue the Abu Sayyaf bandits while ensuring that innocent civilians are protected from harm.


Mga aral sa ambush: Nakakatamad at nakakapagod sunding mga SOPs sa combat operations

Napakasakit na dumarami ang nasasawi sa mga engkwentro sa pagitan ng mga bandido at mga militar o pulis. Lagi na lang nababalitaan: Ambush, ambush!

Isa sa pamamaraan na ginagawa ng isang pwersa upang maka-inflict ng maraming casualties sa kanyang katunggali ay ang pagsagawa ng ambush. 

Ano nga ba ang pagsasalarawan ng ambush? Ayon sa mga libro ng infantry operations (naka-publish sa internet), ito ay ang atake sa isang mobile o kaya temporary halted enemy force. 

Kung naunahang paputukan ang tropa ng pamahalaan na nagpa-patrol habang nakasakay o naglalakad, ay maituturing itong ambush. 

Ito ay isa sa military operation na kung saan ay laging marami ang nasasawi lalo na kung nakamit ang elemento ng surprise at violence of action. 

Maliban kasi sa interlocking fires at obstacles ay ginagamitan din ito ng command detonated explosive devices para masigurong malagasan ang kaaway. 

Sa hanay ng militar, ipinagbabawal na ang pag-employ ng claymore mines para sa ambush ngunit sa mga bandidong NPA, walang habas ang pag-gamit nito. Kaya nga bandido di ba? Di sumusunod sa rule of law at international laws of armed conflict.

Iilang linggo pa lamang ang nakaraan, nalagas ang tatlong sundalo ng 2nd Infantry Battalion sa Camalig, Albay dahil sa pinasabog na explosive device habang dumaan ang kanilang patrolya.

Kontra ambush

Ika pa nga ng aking Ranger Instructor sa Scout Ranger Training School na si TSgt Paypon, ang Rule Number 1 daw sa ambush ay "Huwag magpa-ambush!". Ang hirap naman ng rule na yon ngunit mukhang tama naman.

Ang tanong uli, paano maiwasang ma-ambush? Mahirap uling sagutin di ba? 

Actually, merong training para sa mga sundalo paano kami mang-ambush at kung paano naman ang pamamaraan kung kami ang ma-ambush. Simba ko! 

Never pa akong na-ambush sa haba ng panahong iginugol ko sa Basilan, Sulu at sa Maguindanao. Marami ang dahilan kung bakit hindi ako na-ambush: Pinagpala kami ng Diyos, swerte lang talaga, nahiya ang kalaban mang-ambush sa amin at di lang siguro kami natyempuhan kasi sumusunod kami sa aming SOP.

Dahil dyan, allow me to say na ang unang paraan pang-kontra sa ambush ay ang taimtim na pagdarasal.  Sa aking kapanahunan sa field, parte na ng aming SOP (standard operating procedure) ang magdasal ng personal at bilang grupo, bago kami lumisan papunta sa isang operasyon. 

Di ko pa limot ang mga linya ng aming matapang na Platoon Leader  sa 12th Scout Ranger Company na si Lt Ronald Clemente tuwing matapos ang pagdarasal ng tropa ng Psalm 91:

"Panginoon, wag nyo po kaming hayaang ma-ambush. Dapat kami ang makauna sa mga masasamang kaaway. Ipadala nyo po ang mga anghel upang kami ay bigyan ng gabay at proteksyon."

Ayos ba ang dasal namin? Naalala ko tuloy nong pinagdasal naman ako ng aking Course Director sa Scout Ranger Course Cls 121-95, bago namin lisanin ang DACON sa Siraway upang harapin ang mga bandidong pinamunuan ni Kumander Bangga noong 1995:

"God, give us clear vision so that we can see them first. Give us steady trigger finger so that we can shoot fast and accurately!" Tawanan tuloy mga classmates ko kahit seryoso naman talaga ako.

Ang taimtim na pagdarasal ay isa sa mga passive measures para maiwasan ang ambush. Syempre, mas matapang at kampante ka kung alam mong suporta sa iyo ang nag-iisang Diyos. Di ba laging nababasa, "God Saves?"

Maliban sa pagdarasal, me sundalo ring gumagamit sa 'anting-anting' o 'laning-laning' bilang extra protection. Meron dito ay tila gumagana at meron ding tipo ay hanggang bolahan lang ang epekto. 

Dahil sabi ng Panginoon "Nasa Diyos ang awa, nasa tao ang gawa", dapat gumagawa rin ang mga sundalo ng tamang aksyon para hindi sila mapahamak sa ambush. 

Kung gusto mabuhay ng mga sundalo sa field, tandaan lamang nila ang mga alituntunin na nakasaad sa mga manuals ng infantry operations lalo na ang Scout Ranger Operations at Infantry Platoon/Squad operations.

Kung pag-aralan itong mabuti pati ang mga best practices sa combat operations,  napakarami ang bawal!

Bawal ang magkwento ng plano sa isang operasyon kahit kanino. Tinatawag namin itong OPSEC o operational security. 

Hindi rin pwedeng sabihin sa kahit sino maging sa mga asawa at anak o kaibigan ang destinasyon ng patrol. Wag magpa-cute sa GF at magpaalam na "Sweetheart, magpatrol lang kami sa kabilang baranggay simula mamaya 10:00pm kaya di na ako makatext."

Kung nakasakay ng military vehicle papunta sa line of departure (LD), dapat ma-plano kung saan dadaan. Huwag daanan ang ambush sites at huwag maglakbay na merong araw. Kung ang terrain ay kilalang ambush site, bumaba at lakarin at i-clear ang lugar na maaaring pagposisyonan ng kaaway. Hwag din patulog-tulog at dapat naka-alerto lagi. 

Kung naglalakad, iwasan ang danger areas o mga terrain features na posibleng ambush sites o alanganin ang pwesto kung magkaroon ng engkwentro. Kasama sa danger areas ang open terrain, ilog, kalsada, established communities at mga pinupuntahan ng tao kagaya ng igiban.

Sa rules of movement, laging magmamatyag at inaanalisa ang mga daanan bago ito suruin. Kung alanganin, gamitin ang SLLS (stop, look, listen and smell). Kung me palatandaang me tao, maging doble alerto. Isipin mo muna syang kaaway kaysa isang kaibigan.

Bawal din ang dumaan sa established routes (kalsada at trails) dahil pwede itong nilagyan ng booby traps o kaya ginawang kill zone sa isang ambush. 

Bawal ding dumaan sa established communities kasi pwedeng magkaroon ng espiya o pasa-bilis ang kaaway at ang patrol ay lalamunin sa isang ambush sa direksyon na pupuntahan. Oops, napakaraming bawal kung gusto mong mabuhay di ba?

Bawal din ang nag-iingay at nagbobolahan kapag naglalakad sa gubat. I-reserve ang bolahan kapag sa Luneta naglalakad sa pamamasyal. 

Bawal din ang magsuot ng colorful na damit na madaling makita maging sa kasukalan. Throw away those colorful shirts at wag maglagay ng colorful patches. Tandaan ang itinuro sa camouflage and concealment techniques. Ito ang dahilan kung bakit ako ang nanguna na gawing camouflaged design ang colorful SOCOM patch at maging ang SR unit patch noong taong 2001.

Kapag gabi, bawal ang manigarilyo at bawal ang mag-flashlight. Kung gusto magpakamatay, pwede manigarilyo at ang bala ng kalaban ay mas mabilis kumitil ng buhay kaysa lung cancer. 

Laging i-implement ang principle ng security sa patrolling. Laging merong gwardya sa long halts at short halts. Laging maglagay ng Observation Posts at Listening Posts. 

Naku, napakahaba na ng listahan ng bawal tsong! Nakakatamad at nakakapagod na rin ba? Passive measures pa lang yon kontra-ambush. Pero gusto mo bang di na makaramdam ng pagod? Report to Commander God sa heaven na lang. 

Teka, kapag mapasabak sa actual na ambush scenario, ang pinakaunang rule ay 'walang iwanan'!

Ika nga sa SOP, 'Suppress the enemy by establishing base of fire. Others will get out of the kill zone quickly at isama ang kasamahang casualties'. 

Mag-maneuver kung kailangan. Gamitin ang principle ng fire and maneuver. Hindi pwedeng panay fire at walang maneuver! Eh, teka kapatid, mahilig ka bang mag-MR ng niyog o bato tuwing bakbakan at ito ay hindi mo na inaalisan?

Gawin ang lahat na paraan upang maiuwi ang lahat na kasamahan. Ang mang-iwan ng sugatan o nasawing ka-buddy ay isang mabigat na kasalanan. 

Mahirap sundin ang napakaraming kautusan. Mahirap at laging me extra effort. 

Kung gustong mabuhay, ang desisyon kung ito ay susundin o hindi ay nasa iyong kamay.

Brief background


1.When did it start? Who were the pioneers?

Despite the fresh scourge of war that brought untold sorrow to mankind, the world saw inter-state armed conflicts in the post WWII that extends up to the end of the Cold War. From Southeast Asia, Africa and the Middle East, the Philippines as active member of the UN, has done its role in containing hostilities and helping settle disputes in a bid to maintain international peace and security. 

      In keeping with its obligation to the UN, the Philippines had responded to its call for multi-national operations to resolve conflicts in Korea from 1950 to 1953 through the Expeditionary Force to Korea (PEFTOK); in Congo in 1963 through the Philippine Air Force Contingent to Congo (PAFCON); in Iraq from 1991 to 1992 through the Philippine United Nations Guard Contingent to Iraq (PUNGCI), and in Cambodia in 1992 to 1993 through the RP Contingent to United Nations Transnational Authority in Cambodia (RP-UNTAC). 

    In addition, the Philippines also extended assistance even in non-UN sanctioned operations by sending the Philippine Medical Mercy Mission to Indonesia in 1963 and the sending civic action contingents to Vietnam from 1996 to 1969 through the Philippine Civic Action to Vietnam (PHILCAGV). Whether under the auspices of the UN or not, the Philippine commitment to world peace and freedom was adequately manifested in its participation in these international efforts.

     The shift in the security environment from inter-state to intra-state armed conflict brought about a significant UN invitation for AFP participation in peacekeeping operations. 

To underscore AFP deployment in the contemporary time is the robust invitation for individual deployments such as military observers and PKF Staffs in various mission areas.

1.What are the Legal basis of the Philippine Peacekeeping Operations? 

EXECUTIVE ORDER 97 dated Nov 2012 - Policy Framework and Guidelines for Philippine participation in UN Peace Operations. Para 1, provides, The Republic of the Philippines, as a founding member of the United nations is committed to global peace and is honoring its obligation under the Charter, reaffirms its commitment to participate in initiatives under the aegis of the UN. Our country also recognizes that peace operations remain as key and indispensable instrument for the maintenance of international peace and security

Chinese nationals nabbed in Ilocos Norte

PASUQUIN, Ilocos Norte--Four Chinese nationals were collared by the police here after being found with a cache of weapons on Tuesday (May 28), a police report said.

Sr. Insp. Joseph Baltazar, Pasuquin chief of police, said that the suspects were caught in a checkpoint after trying to escape from a separate incident where they broke glass bottles in a gasoline station in Nagsanga village of this town.

Chased by angry workers and bystanders, the suspects fled on board a Toyota vehicle. 

Responding policemen blocked the suspects in an established police checkpoint in Dadila village, forcing them to peacefully disembark from the vehicle. 

The policemen later found out several firearms and explosives including three 9mm sub-machine guns, Caliber .45 and 9mm pistols, fragmentation grenade, and an improvised bomb.

Baltazar identified the suspects as a certain Dang Hoi, Lui Xin, Lei Guang Feng, and Dennis Co. 

The identities of the suspects are still being verified by the authorities. 


Army soldiers clash with NPA bandits in Ifugao, 5 rifles seized

MANILA- Army soldiers belonging to the 54th Infantry Battalion clashed with NPA bandits in Aguinaldo town, Ifugao at around 5:20am today.

 The platoon led by 2nd Lt Barrio was conducting security patrol in the upland village of Butac when they spotted at least 20 heavily-armed bandits led by a certain Artus Talastas, triggering a heavy exchange of fires that lasted several minutes. 

Outgunned by the soldiers, the bandits escaped with heavy casualties but were pursued by the soldiers in a running gun battle.

A bandit member lay dead in the immediate scene of the firefight. The soldiers found five high-powered firearms that the bandits left behind.

The dead bandit was brought by the soldiers to the village center for turn-over to local officials.

No one was harmed among the operating troops. 

In another development, an injured NPA bandit named Jonathan Bustamante was arrested in a checkpoint in Purok 9, Sitio Logdeck, Laak, Compostela Valley at 11:45am on Saturday (June 1). 

Bustamante revealed that he was among those who figured in the firefight with Army troops in Baluarte village a day earlier (May 31). He guided the troops to the location of his AK-47 rifle that he hid in the bushes.

It can be recalled that soldiers belonging to the 60th Infantry Battalion led by Lt Ugaddan and Lt Fernandez clashed with NPA bandits in Laak town on Friday. 

The first clash occurred at 1:40pm in Baluarte village that resulted to the killing of one bandit and the arrest of his wounded comrade. Two highpowered rifles were seized from the said bandits. 

The second clash that day happened at around 4:00pm when the troops under 1st Lt Puhayon encountered at least 20 bandits in Sitio Minsua of Baluarte village.

The soldiers captured another bandit and confiscated his firearms.

 No one was hurt among the soldiers who are now conducting pursuit operations together with the local police.

While confronting the lawless elements, soldiers are required to strictly observe human rights and the rule of law. 

Bandits who raise their arms to surrender during firefights are spared by the soldiers.








Brigadier General Daniel 'Dan' Lucero, 53: My tribute to an Army Idol

The Army has lost a respected and seasoned field commander in the person of Brigadier General Daniel Lucero, 53. 

He collapsed after scuba diving at a beach in Tukuran town, Zamboanga del Sur at around 3:00 pm today (Sunday). 

He was pronounced dead upon reaching Mendero Hospital in Pagadian City. I could not ascertain the cause of his death. 

Col Renato Padua, his PMA classmate and my former Battalion Commander, said that Sir Dan had a heart problem that could be among the causes of his sudden death. 

He was saddened by the loss of his mistah, the first General in his class.

Hands-on leader

A hands-on leader, Sir Dan personally met the new graduates of PMA Class 2013 who reported for duty assignment in the 1st Infantry (Tabak) Division that he commanded.

He accompanied them for a get together and reception ceremony at a beach in Tukuran town. 

A soft-spoken officer who had been to countless battles against terrorists and bandits in Southern Mindanao since his younger days, he was among the best officers the Army has ever produced. 

I once worked with him when I was the Company Commander of the 10th Scout Ranger Company in Basilan island in 2001 during which time he was also the commander of the 18th Infantry Battalion.

I won't forget the time when we met in Bgy Muh Buh, Tuburan town after my unit figured in a firefight with the Abu Sayyaf on February 25, 2002. 

I sensed that there might be more armed men from the MILF and MNL who could join the firefight  unless we acted promptly. I needed some help from a larger force temporarily stationed just a kilometer away.

When I requested for blocking forces, he promptly heeded my request. 

There was no pintakasi (sympathetic attack) from the other armed groups nearby because of his immediate response. I was able to evacuate my wounded men safely.

When the smoke of the battle was clear, I conducted link-up operation with his unit and I was surprised to see then Lt Col Dan Lucero leading his men in the frontline!

In an earlier clash with the Abu Sayyaf in Danit Puntukan, Lamitan town on July 11, 2001, Sir Dan was with his men as we tried to encircle the group of Abu Sabaya who was holding captive American couple Martin and Grecia Burnham.

Amidst the volley of fires, I heard his calm voice directing his men to confront the Abu Sayyaf that would come their way.

 It was through his help that my unit killed Tuan Ben a.k.a. Abu Malaysia during a running gunbattle that ended at 5:00pm that day.


His unit had its own share of combat accomplishments during that time. 

The 18th IB was in fact adjudged as the Best Infantry Battalion of the Army in the succeeding year.

We regularly crossed paths because we were thrown into a new field of endeavor, civil-military operations. It seemed that I was following his foot steps and vice versa. 

He once served as a military spokesman in 2003-2004. I also held the same position in a different level in 2009-2012. 

He followed my footsteps when he was also adjudged as one of the Outstanding Philippine Soldiers in 2011.

Later, he commanded the 103rd Infantry Brigade in Lanao del Sur province earning for him the rank of Brigadier General.

He was the first member of the PMA Class of 1983 to assume as Army Division Commander.

A well-rounded officer, he holds a Masters Degrees from the University of the Philippines. He obtained a degree in International Relations from the Australian National University.

It was early this year when we last met during the General Assembly of members of the International Visitors Program-Philippines in Camp Aguinaldo.

It was only last week when he sent me text message about our plans during the General Assembly of the TOPSOLDIERS, an organization of all TOPS awardees.

"See you in Manila Harold," was the last message I received from my idol.

I am very sad that he will be in a flag-draped coffin when he comes back very soon.

I lost my idol but his memories and legacy will remain in my heart forever.

The Army has the upper hand against the NPA in Compostela Valley

MONKAYO, Compostela Valley--Through the help of civilian informants, the Army is having the upper hand in its fight against NPA bandits here as indicated by the series of successful combat operations.

Responding to a 'hot info' provided by a resident in Tubo village of this town, Army soldiers conducted   security patrol to check the presence of NPA bandits who were extorting money from local villagers. 

A clash broke out at 5:20am today when the bandits started firing their guns upon seeing the soldiers. 

The soldiers engaged the bandits in a running gun battle that lasted at least 10 minutes, inflicting casualties on their side. 

The bandits fled to various directions carrying wounded comrades with them. 

The soldiers found a dead bandit and an M16 Rifle near the vicinity of the encounter site.

No one was harmed among the soldiers who belong to the 25th Infantry Battalion.

They have brought the dead bandit to the village to be turned over to local officials and be given decent burial.

It can be recalled that 4 high-powered firearms and 3 bandits were arrested in the series of clashes in this town starting on Saturday (June 1).

More and more people are fed up by the oppressive extortion activities carried out by NPA bandits in the far-flung communities of this town. 

Outgunned and losing the support from its mass bases, the NPA has resorted to abductions, robbery, murder and arson in order to make their presence felt in the area. 

The local authorities have filed a string of criminal cases against known bandit leaders including the violation to Republic Act 9851 that punishes transgressions to the International Humanitarian Law. 

Philippine Army Dragon Boat Team: Another 'anting-anting' story

The 2nd leg of the Cobra-PDBF Dragon Boat Regatta was also a highly anticipated rematch between Team Army and the Lake Buhi paddlers.

This is the video footage of the 300-meters Men's Open Finals during which we competed against two strong teams from Lake Buhi.

The Army was in the lead except in the 200m mark where it executed 'Power Long' to regain its perfect synchronization.

I had to dash up to the finish line in order to capture the image there. I was relieved to see that we were ahead by at least 'three men' on the boat. 

After dominating the Bohol sprints against the formidable Navy elite team and Team Buhi, we can now proudly declare that the Cherifer Premium powered Team Army is the King of Sprints in the Philippines. 


Lucky charms and amulets

Aside from the grueling hours of practices, the Army has found a way to counter the 'amulets' used by Team Buhi who have emerged as its strongest challenger. 

In the past races that they won against my team, we noticed that these dark-skinned, lean but strong paddlers were performing rituals before embarking on their boats. 

Some had red bandannas, mysterious looking necklaces and bandoleer-like 'anting-anting' worn as belts. 

Believing that these amulets might have contributed to our earlier losses, some team members consulted some 'shamans' and 'albularyo' on how to devise our own countermeasures. 

"Bring a live ammunition," said one firm believer of anting-anting. 

"Carry this garlic in your pocket," came the suggestion of another old man. 

"Let's pray wholeheartedly, that would probably ward-off bad spirits," said one devout Catholic member. 

"We had devoted more time in practice  and we have also prayed fervently all the time" I said, adding that "there is no harm in carrying counter-amulets". 

So all team members brought their garlic chips and 5.56mm ammunition borrowed from our security escort. 

My paddlers became more confident because they had the right formula against Team Buhi: adequate preparation, discipline, prayers and counter-amulets!

We won convincingly against our challengers who ended up scratching their heads in frustration. The Army has regained its lost glory!

Let's go Macau!

Having shown that we are the force to reckon with, my team is back to its back-aching daily practices in the murky waters of Manila bay. 

The team is eyeing for the championship in the upcoming 2013 Macau International Dragon Boat Races that will be held in Nam Van Lake, Macau, China from 10-13 June 2013. 

Armed with our back-to-back wins in Bohol and Manila Bay, our team is now ready to confront foreign competitors again. 

Mr Tom Meneses of Intermed Philippines is the man behind the Army's foreign Dragon Boat races. His company has provided both financial support for the team aside from the endless Cherifer Premium vitamins for our athletes. 

"I believe in the fighting spirit and winning attitude of the Philippine Army Dragon Boat Team. I am proud that Cherifer Premium has contributed to its remarkable successes in this sport," said Meneses.

Now that no less than Army chief Lt General Noel Coballes has approved our travel, our friends from around the world will meet a fierce rival in the 500m Men's Open Event come June 12, 2013.

"Go ahead, you compete in Macau!"

I personally heard the go signal from Army chief Lt General Noel Coballes for us to participate in the highly-anticipated Macau International Dragon Boat Race that will be held in Nam Van Nautical Center in Macau, China on June 12, 2013. 

I and my Scout Ranger Course mentor, Colonel Gene Ponio gladly saluted before departing from the good General's office.  "Sir, yes sir! We will accomplish the mission."

It was like receiving the green light to attack an enemy force located in a jungle lair. The commander's intent and our mission are very clear: Fight to win!

Colonel Ponio, the head of the Army's Special Services Center would be the Head of Delegation. As usual, I am acting as the Team Manager.

                                                       

Having worked together in our fight against bandits in Sirawai-Sibuco-Siocon (SSS) in 1995, we knew and trust each other in our past missions where lives of our people were at stake.

There may be no exploding bombs and whizzing bullets this time but the procedures in leading people are quite the same. 

We will fight for our flag. We will represent our country in an international event.

The mission is to raise the Philippine flag over a foreign land. Nah, this is not an invasion of a foreign country. 

Actually, we can also legally raise our flag through sporting events. If the team wins a medal, the flag will be raised. 

The most coveted part is the Championship because the flag will be raised in the middle of the flags as the national anthem is played.

 We did it in the US two years ago when we won gold medals in the World Dragon Boat Championships.

Commitment

I have a winning team because it is fully committed, dedicated and well-disciplined.

Most importantly, it is well-led. After all, everything boils down to leadership. I hate bad leaders!

Like any Army unit, the team is ran by the 'non-coms', senior enlisted personnel who provide direction and motivation in their daily activities.

As club president, I monitor them from behind. I am more of a trouble shooter and an adviser.

I don't micro-manage the soldiers and instead, I empower the NCOs to do their job of providing hands-on leadership.
          
                        

                        

We practice transparency and accountability in the team. Our funds are open book. Well, most of the times we don't have funds to speak of.

Most of the times we perform practice sessions with only hot pandesal to fill our stomach. We drink tap water instead of mineral water every time we perspire heavily during training. 

We occasionally forage for tahong that cling the concrete posts of Manila Ocean Park. 

We don't complain but we solve problems in our own level.

Now you know. We remain committed because we are Army soldiers and we are proud in defending the country's flag!

Sports ambassadors

A veteran in foreign engagements, I am very aware of our important role as the 'flag carriers' in an alien land.

My first reminder to the soldiers: "We are carrying the name of the Philippines. We must not put our country in a bad light."

"We are also Philippine Army soldiers," I told them. 

"I don't like to see bandit-looking soldiers. We are soldiers before being paddlers."

I also told them to befriend everyone and avoid discussing sensitive issues that would affect our healthy relations as countries. 

"Our brand is what they talk about us by the time we leave the place," I added. "We must always present ourselves as proud but disciplined Filipinos". 

Lastly, I issued my stern warning: "We have trained hard and so we must fight hard. Let us fight to win in the race!"





Our best wasn't good enough: The Army's adventure in China

As the popular saying goes: "We did our best but it wasn't good enough".

Indonesia and China had beaten us in the grand finals of the 500m Standard Open event today.

During our first race, all eyes were on the Philippines and Indonesia, the two strongest teams among the 6 teams who belong in the 2nd heat.

Known for its strength in the sprints, the Army soldiers paddled ahead of Indonesia up to the 300m mark. Gradually, the gap was narrowed down inch by inch until in the last 100m during which the hulky Indonesians  glided their way to victory, at least one second ahead of the Army.

It was almost the same scenario when we raced with China for the semi-finals. It was a neck-to-neck race down to the finish line. The Chinese team outraced us 0.7seconds but we qualified for the grand finals for logging one of the fastest recorded time in the race.



During the grand finals, there were 6 teams who vied for the championship and the bragging rights as the best Dragon Boat Team in the race. Yes, there were six teams in that heat (including the PDBF 'Elite Team') but all the attention was focused on the top contenders: Indonesia, China and the Philippine Army. 

When the sound of the horn reverberated around Nam Van Lake, the heart-stopping action began with the Philippine Army in the lead. 

Halfway down the finish line, I didn't want to lose sight of the three strongest teams as they fought to death to take the lead.  

They were just a few feet from each other. I couldn't distinguish who came in first from my position. It was indeed a close fight.

When I went to see the slow motion replay on the giant screen, it was crystal clear: we came a few feet behind China and Indonesia who finished with 1:53.56s and 1:53.39s respectively. 

We were able to repeat our best time in the 500m event during the Bohol race: 1:54.63s

Powerhouses

I wouldn't offer any alibis. We were beaten by the national squads of Dragon Boat powerhouses in Asia.

A rising power in Dragon Boat sport, Indonesia took the championship in 2012 with 1:53.60 secs. This team also lorded the 500m Standard Open Event during the DBS Marina race last month in Singapore.

Meanwhile, Nanhai-Jiujiang Dragon Boat Team is in fact the national team of China. It has emerged as champion ten times since 2001 and it is still holding the fastest time of 1:51.74secs that was recorded in 2009.

It was indeed an honor to compete with the best teams which gave us the rare opportunity to assess our own strengths and weaknesses.

Yes, our team is indeed a force to reckon with in the sprints (200m-300m). How I wish that there was a 200m sprint because the Army will surely show who "The Flash" is. 

As a Club Team, the Army has proven that it can be in the same league as the best Dragon Boat teams in Asia.

The vice Consul of Macau, accompanied by some of his staff and well-wishers, came to greet the team after its recent victory.


The other teams were surprised to see a rock star in the person of Jayson, our drummer. Who wouldn't want to enjoy the night with the Army? 



NPA bandits have mastered kidnapping in Compostela Valley

MAWAB, Compostela Valley – The NPA bandits in this province have shown that they are perfecting the art of abductions based on the latest tally.

Six soldiers in civilian attire were heading towards a market place to buy provisions when at least twenty heavily-armed bandits posing as soldiers blocked their motorcycles in the hinterland village of Paquibato Proper, Paquibato District, Davao City at around 4:30pm on Monday (June 17).

Sensing the actuations of the bandits, 1st Lieutenant Neven Canitan, the Team Leader, hurriedly jumped into a ravine. 

Canitan escaped unscathed but his five companions were seized by the bandits led by a certain Leoncio Pitao a.k.a. Parago. 

The soldiers were hogtied and brought to an unknown location in the forested areas. 

Among those kidnapped by the bandits are  Cpl Emmanuel Quezon,  Pfc Ronald Gura, Pfc Bernie  Padilla, Pfc Donato Estandia, and Pvt Marteniano B Pasiagas Jr. 

The soldiers were part of a team that was sent to implement peace and development activities in the said village. 

It can be recalled that bandits have also kidnapped the young children of a soldier belonging to the 10th Infantry Division in December 2012.

The bandits have carried out several kidnappings in this province starting in the 1st quarter of 2013, victimizing politicians, businessmen, soldiers and policemen. 

More and more people have openly denounced the acts of banditry perpetrated by the NPA. 

The military authorities have coordinated with the local police in filing a criminal case against the perpetrators of the crime.

NPA bandits attack an NGO, 5 civilians killed

ESPERANZA, Agusan del Sur--Enraged by an NGO's refusal to pay extortion money, a heavily armed NPA bandit group attacked a non-government organization office, torching down heavy equipment and raking the edifices with automatic gunfire. 

It was 9:30am on Tuesday (June 18) when the workers of Shennalyne Corporation, an agro-forest business firm located in Bgy Remedios village here, got the shock of their lives when bullets started raining on them.

"We heard big explosions and then bullets whizzed around us, hitting some of our fellow workers and bystanders," said one survivor in a statement. 

"They were like demons and beasts who were out to kill hapless people who couldn't even resist them," said another. 

Five people were killed including a pastor who was shot at point-blank range. 

Jubilating over their 'successful mission', the smiling bandits robbed the victims of some belongings before escaping with their loot. 

Grieving relatives rushed to the scene upon learning that their loved ones fell victims to the latest NPA attack. 

In its five years of existence, the firm has generated jobs and income opportunities among the Higaonon tribesmen who are residing in the village. 

Brigadier General Ricardo Visaya, the Acting Commander of the 4th Infantry Division as condemned the NPA for its senseless attack against non-combatants. 

He said that it is high time that people must stop supporting the NPA bandits in their communities.


My funniest FB photo

In the military, the mood changes depending on the situations we are in. Sometimes the environment is tense, sometimes work is full of fun. 

One day, I accompanied my two friends Honey Sumndad-Usman and Chriswin in presenting the mural design that would be painted on the walls of Camp Aguinaldo.

 Presenting a concept to the 'big boss' is not really fun. Like any other presenters, we were worried of the 'retakes'. The photo above says it all. 

Our hard work paid-off when the CSAFP finally approved the design that we presented. We sighed in relief. Silently, I uttered "Hooooah!".

So, when we were allowed to leave, we were full of smiles. We were back to our usual makulit style. When we exited the second door, we noticed a nice spot for FB photo. Kumbaga, evidence that we were able to visit the place.

 I requested the guard on duty to give way for our photo ops. Yes, photo ops with our kulit FB pose. 

Unknown to us, the CSAFP was also cramming to leave for his next appointment. While our neophyte photographer tried to take his best shot, the door sprung open. 

We were caught off-guard! Look who was behind us!


When I looked behind me, I was shocked. It was the boss! I could not compose the right dialogue. I was able to grab an automatic line: "Sir, pwedeng magpa-FB pic sayo?"


Well, our soft-spoken CSAFP was also surprised to find us blocking his path. 

Unknown to others, he is actually a very accommodating person. 

"Of course, of course! It is my pleasure!" 

And so, we have this clear FB pic with the boss. 

It's more fun in the AFP!
